The Watchman is designed to be the eyes and ears of the fleet and nothing more. It was built around the idea of stealth and speed, so when the design was complete, no room was left for weapons or shielding. Along the idea of scouting, the Watchman also houses the Probe Launching system that is used to send probes out to planets as far as 500LY distant. With over a 90% chance to find all about any bases on each planet within that sphere (as well as all about the planet itself), the Watchman represents the ultimate in intelligence gathering and exploration.
