All farmable planets have happy thriving communities. Taxes are low. Natives have been nurtured and have spread their abundance to the formation of a small and powerfully protective Rebel fleet. Powerful wings are prepared to launch at a moment\rquote s notice against any threats to the people. Piracy has been eliminated. Trade is strong, dynamic, and free across the hyperspace continuum. Fleets rapidly react to any new disturbances in the force. All threats to the happine ss of the people are detected and eliminated immediately by the most effective means. The arch nemesis to freedom is slavery in its various forms and all such practices have been eliminated. The force has built a Utopia and the forces of Darkness are utte rly destroyed. However, how did the universe reach this Age of enlightenment? This is your mission should the force be found to be strong in you and you are ready to begin your training as a young Jedi. \par \par There have been so many changes since the Rebels came out, the need was clear that a revision (actually a re-write) of initial version of the Rebel Guide written about 6 months after the release of the race. The primary changes that drive those changes are native abilities, Crime, Ground Assault Rules, High Guard limitations, and Farming rules. In a thirty-player game, the high growth rate races that build and avoid wars by superior diplomacy, luck, or both will dominate. The more players there are, the more likely a good builder/diplomat will win. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Number of Planets per Player}{\f0\fs22\insrsid12921039 \endash Many is somewhat better than very few. Reach allows Rebels to colonize far more planets than their \'93fair\'94 share but only if those colonies are far enough away from active opponents. The number of Planets per player and number of players can counter balance one another. The only combination, which is death to the Rebels, is ma ny planets per player and many players. This combination tends to make for long and tedious games won by the usual suspects so it usually does not happen with experienced hosts. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Native Level}{\f0\fs22\insrsid12921039 \endash Surprisingly this is not an issue. Since Rebels find the Native s so much faster than opponents, any level is good for the Rebels. On the surface more would appear better. The contrary is actually true. Low to medium is probably best as Rebels can then deny virtually all of the natives from the fast growing races maki ng them easier to target and kill early. The exception to the rule is the Privateers. Very low is very difficult as Rebels need a few Ghip\rquote s and Amorph\rquote s to keep up with the races with better economy\rquote s. They will compete for natives and get a small fraction even if the Rebels are played well. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Contraband levels}{\f0\fs22\insrsid12921039 \endash More is better for the Rebels but the Pirates will beat the Rebels to the best so keep any eye on the mix of the races. Rebels can get there first and will usually take everything away with them or at the least the most valuable. As mentioned, Rebels get lots of colonies so why not mine them out. Because of this, Rebels are always MC limited and rarely mineral limited. Late game they have alchemy, but it is rarely needed. Those with grav mines will require a fr ontal assault, which is costly, as opponents will have one or more turns to prepare a defense before the Rebels reach their HW. (See \'93Native Settings\'94: If there aren\rquote t any of these worlds around\'85) Drop a great number of micro (one to ten troops) bases to start until all such bases are identified. A grid spaced at about 400 ly\rquote s squares will cover all space but a closer examination is often needed for lesser details. The only downside to these early bases is they will likely become unhappy, as the Rebels will need to collect food for the R ebel HW. Troops are better than colonists for these bases because they can defend and tend to get less unhappy over time. Recovering lost happiness may be expensive later \endash if possible put these micro bases on cold planets as rebel bases hide there and large populations are not ever required where farming is not possible. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Native Preference}{\f0\fs22\insrsid12921039 \endash Natives prefer the Rebels to all other races so they will tend to migrate to Rebel planets with Public Space Ports. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Native Dust off}{\f0\fs22\insrsid12921039 \endash The Rebel Falcon at Hull Tech 3 allows the Rebels to collect natives upon planets that have no enemy bases upon them already. Dust-off only occurs at the end of movement so be sure to end movement over the desired native rich planet. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Native collection}{\f0\fs22\insrsid12921039 . The Falcon has a range of 990 ly\rquote s so go out and get those natives! Amphibians are the first priority. Ghips and Amorphs are very close second and thirds. The rest are taken when time allows however, make it as quick as possible. Note that Ghips are also a defensive collection \endash opponents should be denied all of these. Above some threshold, the Rebels might trade some Ghips to allies. Do not trade any Amphibians, as these are gold to the Rebel economy and offensive punch. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Amphibian production can be pacing}{\f0\fs22\insrsid12921039 \endash if the Rebels get two LTLA\rquote s ea rly, Rebels should build the Tech 5 Castor ASAP, which may be nearly unstoppable early game. There is nothing more enjoyable than one or two Castors in turns 15-25 hyper jumping from HW to HW decimating opponents with just a Sage to call out to the Rebel \rquote s opponents their impending doom. With the ability to avoid bases, it is best to travel the whole fleet including the Sage, destroy any ships and implementing the Rebel ground assault before taking out the enemy HW the following turn. An important part of the Rebel\rquote s early scouting is divining HW locations for future reference \endash more about that later. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Attacking}{\f0\fs22\insrsid12921039 - Fast offense, surprise attacks, and killing HW\rquote s are the Rebel\rquote s forte. This makes other players see the Rebel ship as being a part of the other race. Of course if the enemy chooses to explode the mines while the Rebel ship is within it then the ship will suffer the normal damage. Consequently, Wings with type 3 fighter are needed to chase down these opposing ships or the Rebels must count on opponents defending target bases when Rebel fleets target their opponents\rquote large bases.}{\b\i\f0\fs22\insrsid12921039 \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Rebel Ground Assault}{\f0\fs22\insrsid12921039 \endash Range 10 ly\rquote s \endash A must have! To use the Rebels need to survive a turn with the Rebel\rquote s Sage Class Assault ship to eliminate that pesky base shield. Once the Shield is gone, the Rebels can come back anytime before the opponent gets to P lanet Tech 14. Feel free to sacrifice a Sage for a base shield but it is better to come in with enough force to clear the HW of ships when the Sage arrives and then attack the base next turn. If a sage is sent in alone, an opponent with enough forces and w ith auto-intercept on will often kill the Sage. One stratagem is to send a Falcon first (tick 0) and run in the opposite direction to draw off his forces if the opponent uses auto intercept. This will sacrifice the falcon if the intercepts are faster than the falcon but may buy time for the sage. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Fast hyper Jumpers}{\f0\fs22\insrsid12921039 \endash The Falcon is basically immune from any planned attacked by another player. It arrives at tick one, drops its cargo and moves of before the battle starts. Opponents see the Falcon the next turn but it then disappears into hyperspace tick 0. An exception is if the Falcon hits a grav well or grav mine however, even if this occurs the Falcon can still run 90 ly\rquote s and disappear the following turn. Auto intercept also works to intercept Falcons, as does exploding minefields but these create other opportunities. Worst exceptions to Falcon immunity \endash Crystal & Robot space \endash do not go there without minesweepers. Nova mines require fighters. Web mines need a frontal assault (without engine see note later) or preferably an ally to kill the {\*\xmlopen\xmlns1{\factoidname place}}{\*\xmlopen\xmlns1{\factoidname City}}Crystals {\*\xmlclose}{\*\xmlclose}. Do not forget that the Rebels can in numbers use Falcons to board damaged ships. Rebels have the strongest High Guards so a group of Falcons can be very opportunistic \endash just remember to bring an Assault pod as w ell to help out and provide crew for the Rebel\rquote s newly captured ship. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Cheap, Powerful & Long range Fighters}{\f0\fs22\insrsid12921039 \endash \'93Type 1\'94 s cost just 20 MC each and with range 400 are both useful in battle and great cheap scouting in small groups. Type three fighters reported ly once they breach the shields, can immediately cause system damage on subsequent hits. All three-fighter types have a range of 400 ly's, which make the Rebels the only race with this advantage. Only the COM has comparable fighter forces. Fighters on aut o intercept may be the Rebel\rquote s only defense for many threats particularly Pirate Meteors. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Cheap & Powerful Ground Assault units }{\f0\fs22\insrsid12921039 \endash Nothing special here. The type ones are dirt cheap at 5 MC and present problems for would be attackers. The Type threes (Bronco Stompers) are probably the best bang for the buck for the Rebels \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Normal Ground Assault}{\f0\fs22\insrsid12921039 \endash the concept is easy. Land a few colonists. Then next turn set the base to attack and drop off the forces. Falcons are great for this as they hyperspace in and then move off up to 90 ly\rquote s and miss out on combat. The rules have changed over time \endash at this point there are significant random factors in any close contest. Simulations are useful and repetitions are needed to get an inkling on the expected outcome. Unfortu nately, ground assault is often indeterminate with the code as of February 2006. Current Dynamics make assault units often less powerful that their cost would justify so many troops are often more cost effective. Assault vehicles and fighter imbalances ca n easily delay results significantly and make the cost of victory very high. Ultimately the Rebels must overpower opponents on all levels for a clean win. The Rebels have a variety of cheap Fighters and Assault units to make ground assault attractive but k now that the Rebels (or any race) will need overwhelming force to win. In\~theory, the high light powers of the Rebels should help keep personnel alive in a\~ground combat. Dark powers help races kill more in ground assault (This is what\~makes the {\*\xmlopen\xmlns1{\factoidname place}}{\*\xmlopen\xmlns1{\factoidname City}}Crystals{\*\xmlclose}{\*\xmlclose} more dangerous on the ground than one would first expect). \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Contraband Collection}{\f0\fs22\insrsid12921039 \endash Rebels lead with their colonists and collect Contraband fast but only if the Rebels trust that the Privateers, EE, and others will not ruin the Rebel\rquote s day. Do not rely on luc k; early on station a couple small wings in orbit over planets where the Rebels have committed colonists for early contraband gathering.\~These wings will kill the Privateers starting Meteor or even early EE ships. Later on, the Rebels will need\~ more defenses, but should be able to afford them. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Crime and Amorphous Natives}{\f0\fs22\insrsid12921039 \endash There currently is no connection so long as every unit of Lerchin Spice is sold every turn. \par {\listtext\pard\plain\s15 \intbl\f3\fs22 \loch\af3\dbch\af0\hich\f3 \'b7\tab}}{\b\f0\fs22\insrsid12921039 Cantinas}{\f0\fs22\insrsid12921039 (need 1,000 colonists per Cantina) \endash Crime limits their usefulness. Currently 50 to 1 00 are a safe level on large bases. Elsewhere, I had read a recommended safe level of 200-600 (since retracted and revised to 50 to 200.) My experience shows two hundred (200) Cantinas will generate a crime problem, which will mean a loss of colonists and growth, as well as no city income. Even with 50, monitoring is required on the crime level. Turn off Cantinas if crime climbs above 50. If crime becomes too high (crime >100) with the associated bad effects, evacuate the base except for 10,000 troops and 10 HG as both city income and colonist\rquote s lives will be lost in large numbers. After evacuation, waiting for the crime level to fall is the only option. It seems that 141 is a typical crime increase with a moderately high number of cantinas. That level will take about 6 turns to overcome where instead of a 60% increase; the base population will get a 30-50% decrease and reportedly as much as 25% loss in just one turn. Just one is ideal on small colonies as many times having multiple cantinas do not seem to b e productive until the colony grows to say a 100,000 colonist. After that the risk of crime grows unless the Rebels have HG (10) or troops (10,000) but it may be worthwhile to build up to 50 over time but watch the crime level. The documentation on why one tends to generate more at low population levels escapes me at this time. It is argued elsewhere that 200 are ideal on minor bases with at least the requisite 200,000 colonists \endash this may be optimal but is has not been play tested by this author. Fifty on e very base with 50,000 colonists seems a useful investment. Consequently Rebels will be buried in minerals. The recommendation here is to mine planets out in order to k eep minerals from those that can use them better. As a general rule for all races, it is a good idea to set up a "hub". Find a region\~of space and use a HYP ship to drop colonists and resources for a\~ significant base. From this base pod out smaller groups of colonists\~and resources for mining colonies. Send mined minerals and other excesses back to the\~hub planet. If the "hub" planet is not rich enough to be a shipyard,\~ send a HYP ship with lots of pod bays (20 pods on the Armored Freighter or 8 on Tranquilities come to mind) to pick the minerals up and\~ bring them home from time to time. Of course, the region must be defended unless one enjoys building infrastructure for other players.\~Put\~troops (or mechs) on every base, even if it's just a few.\~It's very\~s ad losing a farming colony to a single Borg Probe because one\~couldn't be bothered to send some ground forces. Later in the game include undercities and more defenses to both prevent both orbital bombardment and ground assault.\~ A completed Rebel occupation of a region is a hard nut to crack as the fast pods easily re-supply any spot base attack with undercities, troops, and mech\rquote s protecting the base from a quick strike. Just remember to keep important worlds more than 400 ly\rquote s from their Virgos in case they backstab. As for the EE the Rebels wi ll out grow them and they will find other problems. Before turn 25 the Rebels should capture another HW and eliminate a second player. The old saw of \'93 keeping your allies close and your enemies closer\'94 clearly applies. In extreme cases, it may be necessary to delay the first kill to gather natives in very native rich environments. More often then not both objectives can be accomplished \endash DO NOT OVERESTIMATE the POWER of OPPONENTS. The Rebels are so far ahead of other races in terms of early offensive punch, that their first kill is often a free-bee, as no one defends their HW in the early turns. Do not put off offense \endash the only thing that should prevent a turn 3 elimination of your first opponent is a lack of knowledge on HW locations. Starting ships are all out exp loring so a surprise will almost always eliminate mostly undefended HWs. Also do not be shy about taking out colony bases. If this recommendation sounds very aggressive, it is. Personally, it usually takes me that what was promoted by the most aggressive recommendations I received but more talented players than me strongly recommended pushing up the timetable \endash as short as two HW\rquote s by turn 15. If the Rebels can capture a HW, the shortened timetable makes very good sense. Moving up the timetable relies on Pa triots as the major attack ship rather than Tranquilities, Casters, or Rushes. It is questionable whether the mechs and Troops can be built by turn 15 for most successful ground assaults. Another common problem is locating the HW\rquote s. One way around this is that ID numbers are a key to determining their locations. HW\rquote s are among the built first objects so consequently any object number that is less than that of Rebel starting ships and near that assigned the Rebel HW are likely to be HWs. Earlier (March 2006) I had mistakenly report ed that chains could be extended further out but tests confirm a hard limitation of 10 lyrs and even this requires careful attention to timing. Unfortunately the only route to victory against Grav Mines and Grav Wells is a frontal assault. Once you are i n , you are all in as you ships will be trapped particularly by Gravity Wells. So plan ahead hit hard with the forces you need. So how does one deal with this? The answer is many, many size 10 free flying wings and a ship to keep refueling them. Facts to know about mines every time something hits them they loose 1 power. The faster something goe s the more likely it is to hit them. If the minefield power drops below 1 it is gone. If a fighter wing hits a nova it takes no damage. If it hits a web mine it will be stopped but again no damage. For the others a wing will most likely lose 1, or if unluc k y, 2 fighters per hit and a chance of loosing the HG (do not load HG on to the wings). So bring in 1 ship with 10 wings of a 100 escorting to the edge of the minefield. Next turn keep the support ship there and have the fighter wings fly through the minef i elds at top speed using a route that will make them fly through as much of area of the field as possible but end at their starting point at the end of turn, using most if not all of their movement. Use points in space to help (note this is time consuming t o set up) and if Web mines you will end up with wings all over the place but even the densest minefields will melt away very quickly for little cost if you do this. If not web, be sure that they end out of the minefield, as a detonating field is another s tory. Repeat these settings with a s upply pod with 400 MC, 200 Supplies, 110 food, 10-101 Medical Units (101+ will help increase starting happiness and at least one is required for city or undercity based income), and 1 to 60 Neutronium. Also send the Falcon\rquote s waypoint to the farmable world. Next turn, a new base is formed with 50,000 colonists, then build 50 farms, and a city (or undercity). The turn after build 50 factories and later pod pads, a government center and whatever else is needed. The real point is that 50,000-colonist support a city producing 100 MC. On the Rebel HW a full 100,000 (50,000 more) colonist is needed to support that same city. This outlying economic unit will grow faster and support the Rebel\rquote s galactic credit needs allowing the Rebel shipyards to concentrate on building warships. As the Falcon lacks a boarding laser or the advanced transporte rs of the Feds and Stormers, opportunistic boarding means boarding ships with hull damage.
